RS with issues

My 91' RS 'vert is starting to get on my nerves. Every time it rains hard, the top of course leaks. Sometimes, not all of the time, when I go out to start the car after the storm: Nothing, no cranking, starter won't click, nothin'. But all of the lights work fine, gauges sweep. The first time it happened, putting the car in neutral allowed me to start it. But now that doesn't seem to help. The problem then disappears, usually about 20 minutes after ruining my day ( chicks don't dig shiny red paperweights ). I also have a problem with the top cover release switch in the console. It used to pop the cover erratically after it rained ( scary huh? ), but recently it after a storm it just went dead all together. Whats to blame for all of this, I'm 2 seconds from ripping my console apart in search of the culprit.

Your 1st problem I'd blame on the starter being on it's death bed (due to a similar problem). The 2nd prob,, no clue,, sorry. What I'd do having no idea what to look for, is check for voltage in the wires on the switch to start tho.
