I think the burnoff relay is on the firewall next to the master cylinder. I went through that with an 88 TPI 305 and it turned out to be a bad mass airflow sensor that I had already replaced. I got another one at the junkyard for 15.00 when I paid a 150.00 at the auto parts store that would give my money back for it. Anyway I replaced every sensor on the car before I came back to that mass airflow sensor. Take a screwdrive and lightly tap the MAF Sensor and see if the car changes idle or sets the code. That could be what it is.

Most times it is caused by dirty relay contacts on either the MAF burnoff or power relays. Replace them both, they are on the driver side firewall next to each other. The MAF itself unless it is mishandled physically is a very reliable unit and is often misdiagnosed when all the problem is are intermittent relay contacts.
