Horn only works when cranking engine!!

Horn only works when cranking engine!!
They broke into my car and now the horn doesn't work unless I
am turning the key almost to the point where the engine cranks.
They broke the plastic around the steering column. I need to
pass the state vehicle inspection before wednesday because I
have to show the judge that my car is up to date. Please help!!!
I am desprate now. The ticket is $160. I measured the voltage
at the steering wheel when the key is in the on position and it's
7.89 V. When I crank the engine the voltage is 12V. Could the
relay be messed up or what could the thieves have done to mess
things up. I don't see how they could have messed up the relay.
Where is the horn relay anyways?

The horn switch on the steering column provides a ground path to the relay coil when depressed. My guess would be that the spring loaded pin that the slip ring contacts with is no longer in the proper position due to the plastic holder for it being broken.
The easiest solution to fix the steering column damage is probably to acquire a used steering column from a wrecked thirdgen and install it into your car.

Did you report the break in to the police? If you did, you should be able to get an extension or an exemption from that specific part of the inspection, or a extionsion for the entire inspection. If someone breaks into your car the day of the inspection they can fail you because of that. Thats an event beyond your control.
Call the inspection station, or contact number, explain what happend. You may not get much, but if they're not jerks they'll give you an extension.

The steering column isn't grounded!!
The steering column wasn't grounded for some reason. I grounded it and the horn works and I passed inspection today. Does anyone have any thoughts on how the column became ungrounded?
