headlights dim at 4500 rpm wtf?

Car: 88 TA
Engine: 383 Converted LT1 intake
Transmission: TH350 3500 stall
Axle/Gears: 12 bolt 3.73's
headlights dim at 4500 rpm wtf?
I had my car goin down a dark road and at 4500 rpm my headlights dim and my voltage meter jumps all over.I thought it was the alternator so i bropught it up to this shop,they put a new one on and it did the same thing.What could be causing this.
