Why do my turn signals slow down/ speed up??

Why do my turn signals slow down/ speed up??
When my car is in drive and doing at least 15 mph my turn signals will blink at a decent rate. but whenever I slow down and idle they will become REALLLY SLOWWW. When I accelerate they speed up again. Personally, it's kind of a cool "feature", but this can't be normal. So what could be causing it?
My alternator tested good at autozone, and my battery was purchased a month ago (which did not fix this problem at all) to replace my fast-dying older battery. Any ideas?

The AutoZone alt. test is meaningless. They don't put a load on it when they spin it up (didn't used to anyway, I don't know if that's changed or not).
Check the voltage output of your alternator yourself with a digital voltmeter at the battery. See how much of a voltage change you get at idle vs. higher RPM.
