Does your high beam indicator come on? If it doesn't, I would check the ground for it since that is also the ground for the high beams.

Then I would check the light green wire that comes off the headlights to connector A2 on the driverside firewall connector. That light green wire also goes to the fog light relay.

i had a similar problem but mine were simply burnt out. as for yours getting brighter that almost sounds like the HB circuit is tied into your low beams had any one ever messed around with your lights or did they work before

Ummm...the outer lights ARE supposed to get brighter, thats why they have two filaments. I just replaced the high beam switch for the one from my parts car, and still no luck. I also tried using a bulb from the parts car with no results either...So its not the bulbs, not the switch, not the indicator...Im running out of solutions here

Here is a wiring schematic for your headlights and a troubleshooting hint chart. NOTE Item #2 which is circled.

Thanks for the diagram man, but I still can't figure it out. When I turn the brights on, the outer lights' bright filament goes on...its just the inner lights that never go on. It appears from the diagram that both lights on either side use the same light green wire and the same grounds...

Actually the left high beam has a seperate ground. Have you used a multimeter to check the light green wires for continuity.
