Melted/blown Fan Fuse!!!???

hey guys, my electonics knowledge is veerrrryy limited, and from what i've seen, you guys really know your stuff. when i bought my car last year, the previous guy put a set of aftermarket cooling fans on it directly to a relay and dash switch. nothing into the computer or anything. well it ran fine until this week. it overheated and i noticed the melted/blown fuse in the line from the battery to the relay that he inserted with the new fans. i pried it out and put a new one in, but it started smoking in a few seconds, so i yanked it. i assume too much current, but really dont know much about electronics, or what to do to fix that if it is the problem. anything you guys would know would be great. this is what his set-up looks like.

why is the fuse melting/blowing????

thanks!
neil
