-another battery drain?

-another battery drain?
ok i hooked up a meter in line with my battery and i showed .89ma. i started pulling fuses and it dropped to .21 when i pulled the "ctsy" fuse. i think thats what it says. its hard to read.
the only thing i could find that doesnt work now is the horn.
1. if the horn was draining the battery wouldnt it be blowing?
2. anyone know what that fuse went to originally? from top to bottom it is stop haz

3. the meter should be 0 if nothing is draining battery right?
greatly appreciate any advice.

The "CTSY" fuse is the same as the "ACC" fuse in later models. It powers the cigar lighter, dome lights, CTSY lights under the dash and a multitude of other items.
1. no, it might be a bad ground.
