Intermittent Fan when key is on

Car: '86 TA 305 F, '89 GTA 8
Engine: F 305 TPI, 8 350 TPI
Transmission: 700 r4
Fan kicks off and on while key is in "on" position
I have had my car('86 TA 305 TPI) for 8 1/2 years and the radiator fan has always run when ever the engine is running. Even when the engine is cold the fan always ran concurrent to the motor running.
Now when I turn the key over without starting the car, as if to just listen to the radio, the fan will come on intermittently. It comes on 5 seconds, then off 2 seconds, then on 15 seconds, then off 1 minute, then on 1 second, on off 4 seconds, then on 33 seconds, and so on and so forth.
I also notice that I hear the same sound that I hear when I am jumping the diagnostic terminal to read the engine codes. It sounds like a motor running. This is concurrent with the intermittent radiator fan running.
The car runs like crap. It idle's ok in the morning for about a minute, then it goes horrible. It want's to die if I don't give if gas, but will backfire if I give it to much gas. Service engine light comes on (code 44).
Once I can get it going down the road, then it runs ok, but if I'm cruising at say 65 MPH,
then let off the gas, then the car will produce code 44 (O2 sensor lean) and sometimes die.
