Remember the vent doors inside the car for the airflow. They go to the A/C control unit in the dash.

if those lines go through the firewall and into the HVAC control panel then whats showing under the hood has to be connected to the intake or plenum somehow so there is a vaccum source.

thats your call if they both get connected. Follow their path and see if both go to the HVAC controls. If so then yes, you should connect both to a vaccumm source. DId you do an engine swap or something?

One is a vaccum source to control the ventalation (sp) duct doors, and the other controls the heater control valve. If you want your heater controls to work then you need to find out which one is the vaccume source for the controls and hook it up to a good vaccume source on the carb or intake. The one for the heater control valve just shuts off the flow of hot coolant to the heater core so in the summer time when you don't need it it wont be hot and sending hot air through the vent system. If you don't have the valve any more get a new one if you want or just plug it off.
