If I am correct, there is a VSS buffer module or circuitry on the ThirdGen I/Ps. The '97 dash may have a higher impedance input and be detecting slight signal variations from the buffer circuitry that would normally be ignored by the older instruments. Short of watching the VSS output and speedo input with a scope while sitting idle, I don't have any suggestions. If you detect a bit of variation, you might try installing a medium resistance ¼W resistor across the speedo VSS input, about 2.7 or 3.9K as a start.
