i added on the factory fog lamp and have a question, do the bulbs them selves get a continuty even when they go bad? i didn't think so but i get a beep from the meter but no light and i get 12v off the plug

 

To the best of me knowledge you shouldn't get any. When the bulb burns out, it should create a gap in the filament allowing no voltage to pass through. If your bulb is gets continuity and you have voltage going to it. Than try checking your ground.
