high beam switch

My friend needs a high beam switch and he has airbags. He needs to pass MD. Inspection and it doesnt work. Can this be relocated from the stock location to a switch. That way he doesnt have to have the airbag deflated or what. Becuase that costs to much.. And has anyone else gone through this problem?

You don't deflate airbags, what he needs to do is pull the fuse for the airbag and disconnect the yellow wire under the steering column, this way it won't deploy if something grounds out. Then drop the column and replace the switch the correct way, since he has to be messing with the wiring on the column anyway.
