Headlights - motor or relay?

Transmission: 5 speed manual
Headlights - motor or relay?
I don't know which would be the problem. My lights will only pop up only after I hit the switch like 5-15 times. The motors doesn't continue to spin after there up so the gears must be fine. so can it be the relay even though they will pop up after a few tries?

could be a sticking relay or worn brushes on the motor switch. Don't rule out the gears so quick - once they engage the motor will stop when the light goes up. Have someone hit the switch while you look at the motor - if it spins when the switch is on, but does'nt move it's the gears.
The actual headlight switch could be dirty and not making good contact. Do the lamps light up when you hit the switch?

Yup, it was the Isolation (master) relay. I went to the junk year and pulled a few of them since they were dealership parts.
