Couple of electrical related questions

Hello!

I've got a few questions for you guys, I just got my TPI `7730 ECM wired up, but I'm having a bit of an issue with it. When I turn the ignition on, the ECM does not run the fuel pump for two seconds as it should, but the electric fan comes on almost immediately and remains on until I turn the ignition off again.

First is with regards to the wiring of the fan relay. Does the ECM provide ground to the solenoid, as with most of the other solenoids in the system, or does it provide a hot wire?

Second, my ECM is constantly drawing power from the battery. I know its the ECM cause I did all the rest of my vehicle's wiring first, and it wasn't until I ran my ground wires this afternoon that it started drawing power from the battery.

Third, I've got no memcal in the ECM at the moment, would it cause all of this behaviour, or is my ECM shot? Not too worried if it is, just means I need to put my spare in, however, I know this ECM was working beforehand, so I'll need to hunt down whatever is killing it, if that is the case.
