sometimes have to wait a minute before headlights pop up
On a 92 firebird. Sometimes the headlights pop up instantly when I hit the switch and sometimes I have to wait 1-2 minutes before they pop up. When I have to wait 1-2 minutes, the headlight bulbs are on but they do not pop up. I even try resetting the battery, doesn't help.
What would cause this?

If both headlights are doing the same thing I'd guess it's the headlight controller module.
