Wire "shorting out"???

Ok, here the problem; My 91 RS use to keep blowing fuses. Specifically the 15AMP (i think) controlling the interior lights, dash lights, horn etc. So i figured there was a short. i searched but couldnt find any. Since then the computer has been taking out maybe twice. That problem has since been fixed. Atleast it fixed itself. Now, about months ago, the car blew a different fuse, the fuse controlling the gauges etc. I changed the few fuse, it blew once more, and then hadn't blown again till about 2 weeks ago. But, now it is blowing continuously, sometimes when I go over a bump in the road, others just randomly. It does not however, blow the fuse as soon as I put it in. And I can't figure out why. Is this just a wire shorting out that I haven't located, or could this be sumthing else???

Somewhere there must be a wire with worn insulation and it touckes ground when it bounches around like when going over bumps. The wire is probaly near a sharp piece of metal under the dash somewhere. Sorry can't be more help.
