Vats bypassing?

Vats bypassing?
I bought this 89 with a v6. The former owner tore all the dash out looking for a problem. I know now its a vats key car and I dont have it. All I have is a standard key without the resistor. I put the dash back together and the car would crank but not start. I found that he grounded the start relay so it would crank. I hooked it back up the way its suppose to be and have gone through the resistors to bypass it, still nothing. No cranking or anything. 1 thing thats bugging me is it says if the car is tried with the wrong key the security light should flash and it doesnt. just comes on with the key in the run or start position. Is there any other way of getting around this thing?

the factory VATS module may be bad or there maybe other problems with the system.
painless wiring sells a module to bypass the VATS part of the ECM or you can remove VATS from the chip by editing the bin & burning a chip.
for the starter part, you can put a jumper across the connector terminals.
