The only circuits that should have fusible links are one that are not breaker protected. Find out where it goes to and from.

Where exactly is the box? On the left side of the column or on top of it? Because there are two thick yellow wires on the column, one for headlights, one for ignition.

The yellow/red wire seems like an add-on, maybe for an alarm or something.

it's on top. it looks like factory wiring. but i took apart the old harness and it has a solid yellow wire all the way down.

That's the starter wire. If you have an alarm on that car, my guess would be it's for starter disable (if both ends of the cut yellow wire are connected to two separate yellow/red wires) or for remote start (if the yellow/red just "Tees" off the stock yellow wire.

well, maybe it had an alarm from the last owner and they took it out and just put those wires together?

I'm not perfectly clear on what wire is connected to what. You said that the yellow wire was cut. So the two ends of it are now connected back together and the extra yellow/red wire is connected there as well?

In that case, try to disconnect the yellow/red and leave the two yellows connected and see if that disrupts anything. If not, it's most likely a leftover from an alarm system. Did you try to trace the yellow/red? Where did it go?
