Real Bad headlight problem 91 z28!!!!

Hey everyone. I am in dire need of some help here. The problem is that my high beams won't stop flashing and I can't take them off of High beams. I heard a relay clicking under the dash so I disconnected it and the problem still persisted. I really need help... please post what you think it could be.

From the 1982 Camaro Service Manual....."If only the HI Headlights flash on and off, check the LT GRN (Light Green) wires for shorts to ground>"

The fog lamp relay is also connected to the HI beam circuit in you car. There also is a Headlight Dimmer Switch which controls the HI Beams. The switch is at the base of the steering column and is connected by a rod to the turn signal lever. If you cannot turn the HI Beams off then the rod may have comme loose from the switch, with the switch in the HI position; or teh switch is bad and stuck in the HI position.

You might want to visit this link and look at figure 56 for a schematic of the headlight circuits.
