old fan motors use more amps ?

i was wondering if any body can prove me right on my 87 gta l98 when the fans cut on the volt gauage drops below 12v could the old motors be using more amps than nessary i know the factory gauges are crap but i tested it with a digital fluke multimeter when their off 14 all the way
