Headlights on Warning
I checked my rpo codes and my car has the headlight on warning, but many times I've locked the car and started walking away and looked back and saw the lights on.
So it doesn't beep when they are on. Also when the key is turned to acc. it always beeps and the dash lights are on
And when I try to adjust the brightness on the dash lights it doesn't do anything at all

Because you can't dim the dash lights by twisting the headlight switch ****, this could be a clue to your problem.
The headlight on warning can be turned off by fully dimming the dash lights. It seems that there might be a problem with your headlight switch.
I can't speak to the problem with the key in the ACC position.

So first step would be to try another switch? Next time I'm at a junkyard I probably pull some off the cars.

Dont use an old switch, just go to autozone or checker or some parts store and get another one. They are really cheap. I had the same problem and this fixed it.

I took mine out so it wouldn't "chime". I think it is annoying as S**t. Maybe a previous owner took it out of our car too.
BTW: the "chime" isn't in the headlight switch. There is a modual next to the parking light flasher, above and to the right of your feet, up in the dash that is the "chimer". It just pulls out.
I consider that an "Idiot" light type thing. It also "chime's" if you leave you keys in the ignition.

hmmm... mine only chimes when the key is turned to acc. never any other time so it must still be in there. I'll have to get the light switch replaced with a new one and then go from there.

Before you start changing parts via the shotgun approach, you need to verify the way the headlight warning is supposed to operate. For 1987 model year, the warning turns off by dimming the dash lights. This might not be true of model year 1986.
It would also be a huge benefit to get yourself a shop manual with a wiring diagram.
