87 camaro 5.7tpi blue wire(ground?) near pass. firewall. pic.

so their is a blue wire that was taped the the outside of the wire harness loom and it comes out of the harness. its right by the heater motor.

i have a 87 iroc 5.7 tpi.

i see on a wire diagram the ecm has a dark blue wire that comes out and splits one to the fan press switch and one goes to no connection. im wondering if this is that wire with no connection or should it be grounded.

I have the same wire in my car. Mine is taped to the wiring harness with electrical tape. Don't know what it's for, but if all works dosen't matter.
