fan turning off and on, wiring issues?

fan turning off and on, wiring issues?
I dont know if this sis in the right section, but here goes
FYI Nothing on my car is stock....
The cooling fan keep turning on and off after being on for a while.
i have it on a relay hooked up to a temp sensor. I wired my fan relay to the mallory ballast resistor to have the ignition part of the hookup. the ground is good, and the power goes through a circuit breaker.
the problem is after a while of the fan being on, it turns off on it own then a few seconds later it comes back on. then turns back off etc.
it causing my car to slowly go up in temp.
the fan is an S type volvo fan that fits like a glove and blows tons of air.
also that circuit breaker keeps ticking when it comes on and off.
I know the the problem might be at the circuit breaker, but what could be causing this.....
also is wiring the relay to the ballast resistor a good idea....

i had a 89 rs with a 50 to 57 swap and the factory fan and radiator would not keep it cool enough so i bought a after market fan and wired it to a switch and mounted the switch on my dash. I would turn the fan on in traffic and my car stayed cool and on open hwy i turned if off. i never had any problems ...well not unless i forgot to turn on the fan

tried that, but i would keep frying the switches.
thats why i went to a relay on this build.
it works. the fan turns on when its supposed to and everything, it just turns on and off after the fan has been on for a while......
