89 FIREBIRD FORMULA lights help needed

I got 2 problems with my car right now:

1) the lights dont go down when i press the button...they turn off but stay in the UP position... i can hear the noise of the motors working but they just dont go down....last week they would go down after like 5 tries...but now they dont go down at all...this has been happening for about a week

2) This just started today...the second problem (might be connected to the 1st)...the beeping noise (when you turn the car off...to remind you to turn your lights off) beeps all the time...even when the car is on...i cant get it to stop...even when i turn them off...the thing beeps...the only way it shuts is when i turn the car off...its really anoying

ANY HELP!!!

One thing I can say is if your door pin switch is grounded, thinking that the door is always open, that would cause the beeping to remain on whether the lights are on or off. Probably not the problem, but something to check. I'm guessing you don't have a problem with your dome light staying on.
