1. Is the CEL on without A&B jumpered?
2. Try this: With the key OFF, jumper A&B. Then turn the key to ON (don't start the engine). Does the CEL flash now?

Yeah the CEL is on whenever the ignition is on, and I'll try that right now and post back what happens.
