Fuse questions.

Fuse questions.
I having trouble with my charging system in my 85 z28. I have tried to different known good batteries and they both lose charge over night. When I jump start the car everything works great and it will run all day. But my battery will not charge. I noticed that whenever I have everything off in the car and I connect the battery I get sparks and the terminals. Which means that something is on. I checked all the fuses and there is current on the Courtesy, Tail, and Stop/Hazz fuses. Is there suppose to be current on the fuses when those things are not on? Well I confusing the crap outta myself so any help would be appreciated.

im pretty sure there is, other wise when you open the door, put your hazzards on, or stop on the brake when the cars off, they wouldnt come on.

Okay that makes absolute sense. An I took my battery to get tested and it ended up testing bad. So I think I just have too many coincidences.

I also forgot to ask, If nothing is on in my car should I see a spark when I connect the battery?
