TPS voltage at 15.v @ half throttle

Engine: 350tpi
Transmission: TH700R4
Axle/Gears: 3.23 limited
TPS voltage at 15.v @ half throttle
as you have guessed, my car is not running right.
When idling the voltage will vary from .54v to .59v and sometimes dropping to .10v, this is testing with a voltmeter at the TPS.
When I datalog with WinALDL, my dash display window says the car is at .7v at idle and around 15.v while driving (engine coughing, studdering etc.)
ANY idea what is causing this? the SES flashes once when I turn the car to "run", stating the ECM and PROM are functioning properly?
I've replaced -everything-, except the prom.

What is the reference voltage? This should be a regulated 5v from the ECM
If there is a difference in the voltage between the datalog and the actual reading I would suspect noisy/faulty grounding of the ecm.
Is that 15? or .15?

ohhhh, sorry, that was the percentage I was looking at. I'm new to datalogging.
but Toehead (or anyone else), if the SES light flashes once while turning the ignition to 'run', that means the ECM and PROM is working properly right?
the SES light will only flash when the fuel pump comes on.
the problem is the car accelerates fine but once the speed of the car levels out with the rpm the engine starts to misfire. every part is new or tested good, except the prom.
no codes either.
