Frozen tach?

Engine: 355 V8, 2.8L V6
Transmission: 700r4
Axle/Gears: 3.23
Frozen tach?
As the title says my tach froze. Not really sure where to start on the quest of fixing it.
It worked on the way to work and when I revved it for a friend when I went on break 2 hours later. But on my way home I noticed it was sitting at idle speeds at 35-40mph, I assumed it was because I had her in OD. But after parking her in my driveway and shutting it off the tach was still sitting at 700rpm. Now it sat outside with the DS window cracked about 2-3 inches in 25-35 degree weather for about 6 hours. Is it possible that it just froze because of the temp? If not where do I start on fixing it?
