Help installing Direct-Wire Kit for Radar Detector
I got this direct wire kit from eBay and I need some help installing it.

I got it with the T-Tap but I am sure I can rig a wire to work for a fuse tap if needed.
I have a 91 RS and I need to find somewhere to ground it. Everything I can see is plastic next to the fuse box. Also I need a fuse or wire that is "switched". One that is off when the ignition is switched off and has 12 volts when the ignition is switched on.

Ground wires are prevalent inside the knee panel.
You should buy a volt-ohmmeter meter.
There are many SWITCHED fuses in your block.
The blower is one of them.
