Only high speed works on fan!
Alright, I've replaced the resistor pack already but the blower only runs on "high". I've got dash lights indicating that the switch is in fan speed positions 1, 2, and 3, but actually turns on only in the 4th, high speed, setting.
What else could be causing this?

I know I'm bringing this one back from the dead.
Recently I lost my A/C and I've been trying to troubleshoot. I thought I'd go back through and attempt to figure out why I have no 1-2-3 speed on my blower fan.
Issue is still same as it previously was- the lights corresponding to the fan speed light up on the dash, but the motor itself does not spin until its placed on HIGH. The resistor was replaced about a year and a half ago when I originally posted. I checked again to make sure that it wasn't corroded or broken, and it still looks new.
Any ideas?

Resistance Is Futile
OK if the resistors are good make sure the low speed relays are energizing.
Using a voltmeter or test light (the type for testing for voltage, not a continuity tester) probe pin 9 black wire with a WHITE stripe.
Is there power there when you try to run the blower at the lowest speed?
