On my IROC, it's from underneath, 1/4 turn, and it's out!!
Be careful of the bulb, it's a halogen, and can shatter in your face, while working that close to it!!! (assuming that your crawling under the car, on your back)
I know your asking for a 91 TA, but it should be the same, or very close to it!!
On a fourth gen Camaro it's a real PITA!!!

The T/A fog light bulbs are held in place by a thin wire clip that sits in a groove.You have to squeeze both ends,remove the clip and then the bulb will be accessable.I think it would be easiest to do by removing the fog light first only because of the way the clip has to be attached
