Fuse cover

I have a 1991 Z28. How in the name of God do you get this thing open?? The one that's under steering column Also were is this VAT thing located ?? Is the passenger side kick plate (lower side) If any one has any pictures that would be a bonus

The fuse box cover can be a real bear - there's a tab that has to be pressed, and even then it won't come off without some choice words and a gentle jerk. Never had my VATS module out before - I understand it's way up in the dash somewhere driver side close to center. What are you trying to do with VATS?
