Still Having issues with my '91 Camaro RS
Purchased the vats resistor kit and it works but we still have issues with fuel not pumping from fuel tank to injectors. We were at a shoe and shine a few weeks ago and ran into a member of a local pontiac club who mentioned purchasing some type of "box" for about $60 to $80 that will completely bypass the VATS. Does anybody out there have any idea on what this box is exactly and how I can find one. I would really appreciate any feedback, I'm desperate!!

Does the starter engage? If the starter engages, then you've solved the VATS issue - if not, then you need to recheck the VATS. The "boxes" are a PITA from what I read, besides being expensive. There's nothing wrong with the resistor fix, you just have to get the right resistance value.
Also, if you turn the key to run, the Security light should light up for 2-3 seconds, and then go out - if it's staying on, then maybe didn't get VATS issue solved.
Does the fuel pump prime when you turn the key to on? You should hear it prime for about 2 seconds when the key is tuned on. Crawl under the car rear, place ear against gas tank, and listen for the pump when someone turns key to on. No pump prime usually means bad fuel pump relay - located driver side firewall between brake booster and fender in a bracket that is held to firewall with 2 10mm screws. Two relays there, one has a large black wire with red stripe - that's the fan relay - the other one is fuel pump. Both relays should be the same, so you can mark them "fan" and "fp" and then swap them to see if that makes the pump prime.

Re: Still Having issues with my '91 Camaro RS
You can remove the fuel pump relay entirely and the fuel pump will still get power as soon as the engine builds oil pressure. On a 1991 the fuel pump switch that accomplishes that task is built in the oil pressure sending unit. If the fuel pump relay is bad or missing it takes about 20 seconds cranking the engine before the pump comes on.
VATS doesn't have anything to do with fuel.

I had always read here that a bad VATS issue would keep the ECM from sending signal to injectors - otherwise there's be no reason to do the VATS resistor at all, just ground the starter enable relay - but I always was told that simply grounding the starter relay would not bypass the VATS function, just the starter portion of the VAT function.

Re: Still Having issues with my '91 Camaro RS
Thank you for your information, got the vats problem with resistor fixed, car now turns over. However, I still have no fuel and have checked relays. Used test light have no power to fuel pump relay. Do you have any idea where power for fuel pump relay comes from, either a fuse or ? Have checked all fuses under dash with test light all have good readings. Where is the fuse for the fuel pump? Can fuel pump relay be jumped from battery or ignition, and to what wire on fuel pump coil to energize relay on fuel pump. Any more of your camaro wisdom that you can share to help me with my issues is very greatly appreciated.

Check behind the floor kick panel under the e-brake, You can jump it out there I cant remember which wires but I am pretty sure it was the 2 bigger grey wires.

Here's the wiring diags for most all 3rd gens - don't know what year you have, so I can't point to a specific diag
