Horn is inoperable after swapping sterring wheels

So I just took the original 85 TA wheel off and replaced it with one off an 88 GTA. The new wheel is the one with the radio controls built in(in the pic). Everything as far as the horn goes was installed correctly. Now do the yellow, orange or black wires for the actual controls need to have power as well?? I'm stumped. Thanks.

Horn Blast Those Slo-Pokes Off Their Fons And Onto Their Loud Pedal !

On many thirdgens the wires going to the horn button are black.

However
black is also for radio control ground.

The
black wire from the car is sent to ground to sound the horn.

You can verify the horn button by connecting an ohmmeter between the
black wires from the wheel and watch the meter move to zero Ω when you press the button.

From what I understand the turn signal cam is often responsible for this.
