New starter but no start

Car: 1989 RS,1991 Z28
Engine: TargetMaster 350, L98 350
Transmission: 700R4
Axle/Gears: 10 bolt posi 2.73s, and 3.23s
New starter but no start

i just put in a new starter and the starter itself works fine but the car wont turn over with the key. earlier this year i put in a new ignition cylinder, ignition switch and now the starter. when i jump it itll start but not with the key. i know its not the VATS since i installed the new cylinder so any help woiuld be appreciated..

Check and make sure that you are getting power through the park neutral switch on the shifter. I have had the contacts get worn out not allowing it to start unless you jump it.

Starter enable relay operated by the VATS module could be faulty also.
Relay can be bypassed ; you still have VATS shutting down the injectors for security
