Yipers No Wipers !
Because the wipers are much more important than the horn we’ll look at that first.
We will assume the motor came off another 83 ThirdGen due to the fact you did not mention otherwise.
Using a voltmeter or test light (the type for testing for voltage, not a continuity tester) see if your wiper switch is getting voltage in.
Voltage enters the switch VIA a 16 AWG WHITE wire.
If it isn’t getting voltage in, trace it back to the fuse.
If it is getting voltage in, see if it puts out voltage when you cycle the switch.
If it puts out voltage when you cycle it see if it’s making it to the wiper motor.
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬
HORN:
Connect the wire coming from column or hub to the center terminal on back of horn button.
The horn works when the wire which went to the OEM buttons is grounded.

You don’t have to take it apart to find out if it’s the problem.
You can probe the wires at the steering column connector.
The connector is a flattish type with about 11 wires.
Using a voltmeter or test light (the type for testing for voltage, not a continuity tester) probe the 16 AWG WHITE wire entering the steering column to see if it has power when the key is in the RUN position.
If it does, turn the wiper switch to the HI position, then probe the purple wire, then the gray wire.
Each should have power.
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬
HORN:
Connect one of the pushbutton terminals to ground.
Connect the other pushbutton terminal to the wire that was going to the OEM horn buttons.
