Wipers only work in spray mode?

Wipers only work in spray mode?
My wipers only work in spray mode. Changed out the wiper motor and it made no difference..
Any help would be greatly appreciated..

Any body have inputs on what to try. It really blows to drive and keep twisting the spray mode for the wipers to wipe when its raining:{

I'm having a similar, yet different issue; my fuse blows everytime I turn the wipers on, but if I stick a paper clip and over ride the fuse, I'm able to get the wiper motor to spin but the wipers only seem to go into the "park" routine. I'm thinking that it might be the wiper switch that is at the bottom of the turn signal/cruise control/ stalk that you need to pull the steering column apart to get at.
