Power Bulge Actuator Ohms

Power Bulge Actuator Ohms
Hey guys quick question, I recently wired up my Power Bulge set up to the correct wires (C-H Fuse, etc). It was working for a bit, now it blows fuses every time it's used (looks like over draw, blows the fuse hard). We have a fuse between the vacuum switch and the actuator, it blows that, and if you bypass that fuse, it blows the C-H fuse in the fusebox. All the wires are fine, and when I disconnect the actuator, no fuses get blown.
I am going to do an Ohm test on the actuator, but I'm not sure what Ohm readings would be within range. Also, I am wondering if I ended up replacing it with a door lock actuator, would the lock actuator burn out if I wired up a switch to hold the louvre open whenever I want?
Any input would be appreciated!
