Where is the starter enable relay?
Can't tell from the Hayne's Manual. I need to check this before I determine what the problem can be, afraid it is a VATS issue, but one step at a time...

It's behind the driver side kick panel and covered with a strip of that sound deadening tar-like stuff. It's almost at floor level.

my vats is screwing up in my car, the key'd value is 523 for mine, and its not grounding the fuel pump & INJECTORS. So I'm getting mad, lol
