flashing lights/blowing fuse/ no start

Picked up my car today from the mechanic who changed out the fuel pump... a mile into my drive home cars headlights started flashing off and on. I thought "just get home." Half mile from my apartment it dies. I end uhen i cron the access road. When I tryed to start it it cranked but no start. Noticed the fuse behind the battery was blown 20amp. Tried another twenty amp same outcome. Can someone please point me in the right direction.

Also car runs for a few seconds with starter fluid.

If this problem was not there before, take it back to the "mechanic" and have him fix his mistake.
