what is that white relay on the right side right on top on the black device also what is this black device i had issues with my car not starting up last night. it would crank but not start i took that relay off and noticed rust on the bottom so i opened it and the rust was not allowing it to make and good connection. after that i placed it back and now it started right up im baffled oh and also there are wires there that were not fully connected right under those two things

 

Your picture shows the "convenience center" under the dash. The big black box in it is the door chime module. The metallic cylindrical object is the hazard flasher. And the white box is likely your horn relay.

The convenience center does not house any parts or wiring that interacts with the starting or fueling circuit.
You most likely disturbed some intermittent wire contact under the dash while you were playing with the horn relay and now the engine starts again. Welcome to the world of old Chevies. Welcome to hell.
