Speedo not working all the time... getting me in trouble!

Ok, so its been acting up for close to a year now but I was ignoring it, until last night. The blue lights caught me coming out of my neighborhood. Didn't get the ticket but I don't want to risk it anymore.

MOST of the time, almost all the time, for the first couple minutes after I get in my car to go somewhere the speedo needle doesn't move, no matter how fast I go, etc. Then it finally springs to life and is bouncing anywhere from 15 under to 15 over the speed I am actually going. It eventually calms down and reads accurately.

Basically, when it works it works. This puzzles me because it usually messes up when the car is "cold" I guess. Does my speedo think it needs to warm up?

Is there any particular part of the speed sensing components that could cause this, or is my guage just dying?

If you don't have a CEL to go with it, then it's not the sensor.

Correct, the check engine light never comes on when the speedo is acting up. Is there anything other than the sensor or gauge that could cause this issue?

Some things that might help narrow it down. Does the cruise control work, or does it act foolish as well? How about the locking convertor is it acting ok? This might help nail it to one end of the system (VSS or gauge).

Now that you mention it, my cruise tends to not work very often now and when it does, its finicky.

what year is the car? The speedo cable may be worn if its the 84 this happened to me on my 87 for a few months then it just snapped.

So do you guys think it could be the VSS even though I'm not getting a check engine light? I don't want to start replacing parts til I find the issue if I don't have to.
