Headlights are to Dim Highbeams Not Working

Engine: 5.0 TBI H.O. soon to be LS3 6.2l
Transmission: 700r4 - Soon to be T56
Axle/Gears: Moser 9" LSD, 3.54 Gears
Headlights are to Dim Highbeams Not Working
I've been thinking about this for a long time and have been wondering if anyone else has/experienced very weak Headlights? I replaced with the Sylvania Ultra Beams on all 4 lights, however when ever i pull in the left High beam switch nothing happens, nor do my lights shut off from standard.
Question: Is there a way to increase the illumination/power to the headlights without putting in an HID Kit?..
Has anyone else dealt with the High Beam lights not functioning? Relay? Steering Column? or Wiring ?
I know the questions is somewhat broad and there is a ton of headlight and high beam threads.
It would just be ideal to have all the thoughts pertaining to my question/problem piled into one thread incase others had weak signals and/or non-functioning high beams that were able to fix there's and would be ever so kind and share this great knowledge to all TGO Members
With that being said..

You failed to say if they were dim before the replacements however use a voltmeter.
Now with the engine running, and Lo-Beams on, probe the hot wire to an illuminated lamp.
What voltage are you reading?
It also sounds like you have a problem with the Dimmer Switch.
If you have tilt steering make sure that is operating with no play.
You can adjust the Dimmer by loosening the hardware at the bottom of the column, then slide it into position, tighten it then test with stalk, then readjust as required.

Make sure your headlight grounds are good. There should be a small black wire mounted to the radiator support behind each set of headlights. I forgot to reconnect these after my engine swap and my headlights were very dim and my wipers would start when I turned the lights on. Apparently the headlights were back-feeding through the wiper motor somehow because I didn't have the grounds connected.
Also, check the terminals in the headlight sockets. After 20-some years, they can get corroded, preventing a good connection and the proper voltage from reaching the lights. Rock auto used to sell replacement sockets pretty cheap.
As far as making them brighter, you can wire in a relay. The headlight switch turns the relay on, and it feeds power to the bulbs straight from the battery(though a fuse of course). Or you can do what I ultimately did and remove the inner high-beam-only pair and replace them with the high/low beam bulbs used in the outer pair. That way you get 4 lows and 4 highs. Twice he light on low beam while keeping the stock look and under $30 if you buy the bulbs brand new. Cost me less than $10 buying used bulbs at a junkyard.

I do have steering column, there is little to no play in the steering column when in the 'locked' position.
The dimmer switch still dims the Dash lights, and at full click turns on the in cabin lights.
I will use my volt meter after work today and get back to you on what its reading while the cars on with low beams on.
What would readjusting the dimmer benefit through this?.. is there some sort of possible-loose connection with the dimmer unit?

When you pull on the stalk to turn the high beams on, do you hear the switch at the base of the column make a "click"? Both the lows and the highs are wired through that switch. Its position on the column can be adjusted. It may have just come loose and slid down the column enough to prevent the rod that runs the length of the column from activating it. It's mounted on the "door" side of the column at the bottom.
