Okay. I've got key # 10. 3740ohms. (3.7K) Radio Shack doesnt sell them so i have to make one. they do have 2.7K and 1.0K. So i have to hook these together in a series circuit to achieve 3.7K with a 5% variable.
lol I just want to make sure Im doing this right. Its a P.I.T.F.A. turning the key on, but not far enough to power the VATS, and wiggling the key out, Crawling under the dash and back probing the wires to the V-module, using a paper clip to the touch each side of the resistor and starting the car. UGH. Driving me nuts. Thanks so much for you time. - Nick

Yes, 2.7k + 1.0k in series will yield 3.7k. Hopefully the 5% tolerance will keep you in there. Check it with an ohm-meter afterwards.
Btw, you always have the option of replacing the ignition cylinder.

Yupp than i plugged it in lol, and tied it to the Column. no more issues lol (for now haha)
