erratic voltages at ecc on cts and tps

Just changed the cts and tps because they were throwing codes. the are still throwing codes and I have the tps set to .6 just like its suppose to be. I did clear the codes several times too. when I check the voltage at the cts it is showing that it is measuring correctly i.e. it's going down to 1.2-1.4 with the car running and warmed up but when i do to measure at the ecc its going from 1.2-5v. I have checked the grounds and all are good. Can this be a problem with my computer?? It is a re-manned one but i am unsure how old it is. I also opened it up and there is no where that is discolored it looks new and I also tried the "hit it hard and see if the cars surges" test and there was no difference. Can anybody shed any light to the situation??

Work through the fault diagnostics.
A code is for a fault SOMEWHERE in the system ; not just that the sensor itself is faulty.
