Cruise control trouble?

I have a 1985 Z28 with a 1991 speed density setup from a Trans AM. When I got the car it had a carbed 350 with the fuel injection harness as well as the cruise control components removed. It still has the cruise module in the dash and the wiring/brake pedal switches.

I put the cruise control equipment back on the engine and hooked up all the wires/connections/vacuum ball, ect but it won't work.

I have tried both the 1985 and 1991 cruise modules as they seem to plug into the same connector. The only thing I can think of is that it is not getting the speed signal.

I have a painless 4k pulse vss installed on my T5 and hooked up to the B9 & B10 pins on the 1991 ECM and have the red VSS wire from C1 ran to the cruise module.

I don't know what my next step should be.
