Turn Signal Blows Fuse. If I Replace Flasher it Works for a While... Maybe a Short?

I have a 1991 Camaro RS 305 tbi. Recently my t/s has started to blow the "turn b/u" fuse. I replaced the flasher, it worked for the rest of the night, then the next morning I put the car in start (or whatever it is to turn on the electronics) and tried the turn signal and it blinked once I think and then it blew the fuse again. I tried a new fuse and it would blow instantly. I took the flasher back to autozone and they gave me a new one that was identical and the same exact thing happened again. It's weird though, because if I take the flasher out after it goes bad, and put a new fuse it will still blow with no flasher plugged in. I'm thinking it might be a short? I've seen a couple threads on this but it never seems to be my exact problem and they never have a solution and conclusion. Hopefully someone can help me out with this.

Yes it is a short.

The question is where.

With the flasher removed, unplug the longer of the two flattish connectors located on the right side of the steering column.

Now, if the TURN-B/U fuse no longer blows your problem is in the steering column.
