red wire?

Engine: 2.8 mpfi
Transmission: auto
red wire?
hey guys need some help with this one...
have a wire in the compartment that I cant figure out where it goes... its by the blower fan in the y in the harness beside the coil its thick red and has a grey plastic I assume fuse holder on it.. po has it cut not sure where it goes.. wire is hot all the time...
I also still have a no crank issue.. car runs but has a push button start.. every thing in the dash does what its supposed to when I turn the key just no crank,, also the break light comes on then I try to crank the car..
