All 4 head lights stay on. Low/ hi beam. On low the outters are bright and centers are dimm and vise versa when switched to hi beam. Any ideas why this is happening ? Factory wiring but have aftermarket lenses and h12 bulbs. Need help to pass inspection..

 

You have H4 bulbs. The factory wiring is woefully unprepared for increased use like this. This article from the how-tos section on here explain this problem

You can make your own harness or many are available on line. Just google H4 four light conversion harness
Not sure if they are legal in your state. Might want to check before working on it. May just need to return to normal to pass and then do upgrade

 

The low/high H4 bulbs are pinned differently then the stock sealed beam bulbs. Need to move terminals in the harness connector for the low/high bulbs.
